FedRequest – Case Management System for Freedom of Information Act (FOIA) Requests

To address the essentials of case management for federal agencies—the effective discovery of documents and the responsive delivery of them to the public, Artemis Consulting has built a next-generation FOIA Management system that we provide through a software-as-a-service (SaaS) product. 

Using Machine Learning (ML) and Natural Language Processing (NLP), our system offers a robust learning tool that enables agencies to manage their FOIA process by giving requestors a customized one-stop portal for seeking FOIA information. Our ML algorithms utilize Semantic k-nearest neighbors (KNN) to interpret search queries and BERTopic for topic modeling. These algorithms are then combined with Tesseract and Paddle for OCR text extraction from PDFs and other digital images.  This AI technology allows for more accurate search results that can be tailored for specific case management needs and updated dynamically with new data as it becomes available.

Altogether, our system helps organize, prioritize, and store existing FOIA requests and responses with a modern human-centered design. Our interface is visually and functionally easy to use for agency administrators and requestors in finding FOIA documents that meet their specific needs. 

AuditChain – Blockchain for Automation of Administrative Processes

To help mitigate the challenges that federal agencies confront in conducting audits, we have developed an advanced blockchain or Distributed Ledger Technology (DLT) product that is cost-effective, transparent, and highly secure. Our smart contract enables agencies to simplify the administrative portions of their audits by automating them, and consequently, realizing savings in cost, effort, and time. By its very nature, blockchain technology permits authorized parties to have access to documents and monitor transactions in real time, guaranteeing up-to-date information that is tamper resistant. 

One of the many uses of AuditChain is to automate the Medicare and Medicaid audit processes. The Part C and Part D program audits include document submissions, investigations, and various validations that may take more than a year. With most current document-sharing systems, providers and agents are not always able to see what is taking place during all phases of the audit, having to wait their turn before verifying information and completing their phase. AuditChain’s automatic record-keeping easily facilitates verification, validation, and administration by using smart contracts. We utilize private general-purpose and HIPPA-compliant blockchain platforms to manage the real-time record-keeping consistent with health data regulations.

Our smart contract technology can streamline any audit method and allow for real-time document sharing and monitoring throughout the process. The benefits include improved accuracy and speed of conducting audits, more frequent audits held on a regular basis, and reduction of fraud, errors, and overpayments that occur in the current audit process.
